The State of California Blueprint for a Safer Economy restrictions end June 15, 2021, however Cal/OSHA workplace safety guidelines remain in effect requiring masking and safe distancing. Until more people are vaccinated against COVID-19, to ensure the safety of our employees and the public, masking and safe distancing within County facilities is required.

Public service counters in Santa Barbara, Santa Maria, Buellton and Carpinteria offices reopen to the public on June 16. Appointments are encouraged. Please call the offices regarding permits, registrations and other necessary agriculture or weights & measures business. Upon receiving a call, staff will discuss various options on how to address needs with the goal of minimizing contact to help prevent the spread of COVID-19. Staff may utilize remote communication tools to provide as many essential services and documents electronically. A drop box is located at the front entrance of each office. The Auditor-Controller's Office is open. While service for walk-ins is available, the public may want to contact the office prior to visiting so that we can be better prepared to serve you. To contact the office, please call (805) 568-2100 or email

In-person services continue for crisis response and are available 24/7. All clinics remain open with clients having the option to schedule appointments via telehealth. The 24/7 Access Line at (888) 868-1649 is available for questions, crisis needs or linkage to alcohol and drug or mental health services.

The Santa Barbara County Board of Supervisor's meetings will resume in person public participation with normal capacity beginning Tuesday, July 13, 2021 with an option for virtual participation via Zoom. For vaccinated employees who provide verification of vaccination status via a vaccination card or self-attestation, face coverings are not required. For unvaccinated employees, a face covering is required. For members of the public, self- attestation of vaccination status will be in place upon entry to the building and face coverings are not required if fully vaccinated. Disposable facial coverings will be made available for the public when requested.

Our services are available online or over the telephone from 7 a.m. to 5 p.m., Monday through Friday; virtual interviews with a caseworker are available by appointment. Public service lobbies are open to the public from 7 a.m. to 5 p.m. Monday through Thursday for our customers who:

  • Need assistance with scheduling a virtual interview
  • Need to use a telephone or online services
  • Need to use self-service equipment, such as payment and computer KIOSKs
  • Are dropping off documents

Court hearings are being conducted virtually (using ZOOM) and all other services continue to be available electronically (e.g. direct inquiry via our Child Support Enforcement (CSE) computer system, fax, e-mail or by phone). Please check our website for contact information and other details.

  • Assessor- The Assessor will resume public counter operations in both our Santa Barbara and Santa Maria office locations effective June 16. In-person services will be available from 8 a.m. until 5 p.m. Monday-Friday. The County guidelines for service currently require masks and 6-foot social distancing, so capacity in our lobby areas is limited.   • ElectionsEffective June 16, until further notice the Elections Division will resume public counter operations by appointment only in our Santa Barbara Office at 4440-A Calle Real. In-person services will be available from 8 a.m. to 12 p.m. and 1 to 5 p.m. Monday-Friday, except holidays. The County guidelines for service currently require masks be worn and 6-foot social distancing protocols be followed. We have limited capacity in our lobby with outdoor line formation if needed.   • Recorder–The Clerk-Recorder has resumed counter operations to 8 a.m.-4:30 p.m. Monday-Friday. The County guidelines for service include face coverings and 6-foot distancing. The Lompoc and Santa Barbara Veterans buildings are open. County day-use parks are open, including restrooms. Cachuma Lake and Jalama Beach are open for day-use and overnight camping. Group picnic and group camping sites are open, as are venues for special events and weddings. The County Courthouse Mural Room remains closed for weddings. Check for latest updates. The County Executive Office is open to the public from 8 a.m.- 5 p.m. Monday-Friday beginning June 16. Appointments can be made for meetings by calling (805) 568-3400.

  • Clerk of the Board: The Clerk of the Board counter will open to the public on June 16. The public can submit claims, assessment appeals, and other documents in person beginning June 16, or via regular mail (with postmark). Appointments are not necessary but highly encouraged to guarantee staff availability. The office is open to the public from 8 a.m.- 5 p.m. Monday-Friday.   • Risk Management: Appointments can be made with Risk Management staff by calling (805) 884-6860. General liability claims must be filed with the Clerk of the Board. Workers Compensation claims are submitted electronically.

As of June 16, our offices will be open to the public during normal business hours, with the exception of 12-1 p.m. when our offices are closed to the public. Staff will continue to implement and communicate the latest COVID-19 state and County guidance and protective measures. The public's health and safety is our number one priority. All stations are fully staffed and ready to respond to all emergencies. Fire department headquarters is open to the public 8 a.m.–noon and 1-5 p.m. Monday-Friday. The Solvang Fire Prevention office is open by appointment only.

  • Planning and Engineering, and Inspection Services: Virtual inspections will continue on large facilities. Fire Protection Certificates will continue to be reviewed remotely.
  • Engine company inspections resumed June 1 starting with defensible space inspections and to be followed by occupancy inspections in the fall.
  • Fire stations reopen the public on June 16.

The Department's public counters are open for appointments that can be scheduled for an in-person, virtual teleconference, or telephone meeting from 9 a.m. to noon, Monday-Friday. Our Health Care Centers are open and offer the full complement of medical services. We continue to modify our COVID-19 safety measures ensuring we are keeping our patients, their families, our staff, and our communities healthy and safe as we move beyond the blueprint. We continue to encourage our patients to follow the critical precautions that we know to be effective:

  • Important COVID-related screening questions at check-in. Patients exhibiting COVID-19 symptoms will be routed appropriately in the clinic.

Emergency Medical Services:  (EMS) has shifted all services and meetings online. Check the "Certification" tab on the  EMS website for details.

Environmental Health Services: (EHS) Santa Barbara and Santa Maria offices are now open for public counter assistance from 8 a.m. - 11:30 a.m. (walk-ins welcome) and 1 p.m.- 4:30 p.m. (by appointment only), Monday-Friday, except legal holidays. For customer convenience, EHS will also accept plans and permit applications online or by email at Payments may be made via mail or by phone. All EHS service activities continue and staff are available for conducting inspections or complaint investigations during business hours (8 a.m. to 4:30 p.m. Monday – Friday). Office of Vital Records: The Office of Vital Records is  open to the public. Walk-in customers must go through a screening process as indicated by Health Care Center staff prior to entering the building. Customers will need to pay applicable fees and fill out an application to receive their requested documents.

Animal Services: Shelters are open and all services are available. We encourage the public to schedule appointments whenever possible, as well as access services online and by phone. Walk-ins are welcomed but may be subject to additional wait times depending on appointment schedule.

Services available by appointment include adoptions, owner surrenders, licensing, and microchipping.

No appointment is needed for stray animals or lost animal reunification with owners.

We are continuing to modify our processes to keep community members healthy and safe as we move beyond the blueprint. Presently, visitors to the shelter are still required to:

Santa Barbara County Public Works public counters are open during the following times. In accordance with CDC guidance, indoor public counters are limited to persons wearing masks. If practical, County staff will conduct business with those not wearing face coverings outside the building.

Emergency response will not change. The department is operational and staffed.

Open to the public from 8 a.m.-4 p.m. Monday-Friday with modifications. Services are available online or over the telephone. Lobbies to our buildings remain open. Clients are being informed to stay safe, save time, avoid the line. Clients who do not have access to a telephone or online services can enter the buildings to use the phones in the lobby that will connect them to reception staff to assist. If a client must be seen in person, staff will utilize face coverings and social distancing measures to prevent spread of the disease and protect our clients and staff. Documents can also be placed in orange drop boxes outside all offices. All online services are available.
