September 22, 2020: The Draft Mitigated Negative Declaration was released for public review on September 22, 2020. The MND for the project identified and discusses potential impacts, mitigation measures, residual impacts and monitoring requirements for identified subject areas. Significant but mitigable effects on the environment are anticipated in the following areas: aesthetics, air quality, and biological resources.
If you'd like to provide comments on the environmental document, please email the project planner prior to the close of the public comment period on October 22, 2020 at 5:00 pm. Please limit comments to environmental issues such as traffic, biology, noise, etc. Notice will be posted of future public hearings to consider project approval or denial.
Gordon Sand Company is requesting approval of a Reclamation Plan Amendment and Coastal Development Permit to extend existing mining operations at the Guadalupe sand mine 100 years to March 1, 2115. The extended end date serves to reflect the average annual production rate and Gordan Sand Company estimates for the rate of natural sand replenishment at the site. Other proposed changes to the Reclamation Plan include implementing active revegetation in certain areas only if natural revegetation is not evident within the first three years following cessation of mining. The proposal to extend the life of the mining operation by 100 years would not increase the mining area or the volume of excavation over the existing Conditional Use Permit No. 77-CP-66 (CZ) of 60,000 tons annually. Daily operations at the sand mine would continue with no substantial change over the current conditions.
The project site is located west of the community of Guadalupe within the area known as Guadalupe Sand Dunes, APNs 113-020-009, 113-020-013, 113-020-020, and 113-020-021, in the 3rd Supervisorial District.
September 22, 2020: The Draft Mitigated Negative Declaration was released on September 22, 2020.
March 8, 2019: The application was determined to be complete, and Planning and Development began the environmental review process.
September 2017- March 2019: Gordon Sand Company provided additional application materials in response to County incompleteness reviews.
September 6, 2017: Planning and Development reviewed the application and determined the application incomplete pending additional information.
August 4, 2017: Gordon Sand Company submitted an application for a Reclamation Plan Amendment and associated Coastal Development Permit.
