August 2020 - The Final Supplemental Environmental Impact Report and the Planning Commission Staff Report are available for public review. Scheduled hearings before the Planning Commission in September 2020 have been postponed until a later date due to the August 12, 2020 announcement by Phillips 66 to shut down its Santa Maria refining facility and associated pipeline system, which includes the Santa Maria Pump Station. The Santa Maria Pump Station is one of the two receiver sites proposed for the Interim Trucking Project. New hearing dates will be announced when determined.
The Project would initiate the phased restart of the existing ExxonMobil Santa Ynez Unit (SYU) facilities by trucking limited crude oil production to receiver sites in Santa Maria and Maricopa, as a temporary solution to transport crude oil to a refinery destination until a pipeline alternative becomes available. Trucking would occur seven days per week, 24-hours per day, with no more than 70 trucks leaving the Las Flores Canyon (LFC) facility within a 24-hours period to one or both of the two receiver sites. The project would include minor modifications to the LFC facilities including the installation of four Lease Automatic Custody Transfer Units, associated piping, electrical and communication connections, pipe and equipment supports, truck loading racks, operator shelter, paving of selected areas, and minor containment and drainage grading.
August 12, 2020: The Staff Report was released on August 12, 2020.
July 29, 2020: The final SEIR was released to the public on July 29, 2020.
April 2019 - July 2020: The County Planning & Development Department worked with their consultant to respond to public comments received and finalized the Supplemental Environmental Impact Report.
April 12, 2019: The Draft Supplemental Environmental Impact Report (SEIR) was released for public review and comment from April 12, 2019 through Tuesday, June 4, 2019. A public meeting was held on Monday, May 6, 2019 6:00 PM at the Santa Barbara County Administration Building, Board of Supervisors Hearing Room, Fourth Floor, 105 E. Anapamu Street, Santa Barbara and at the Betteravia Government Center, Board of Supervisors' Hearing Room, 511 East Lakeside Parkway, Santa Maria (via teleconference).
June 2018 – April 2019: County Planning and Development worked with their consultant to complete a Draft Supplemental Environmental Impact Report for public circulation and comment.
June 15, 2018: County Planning and Development submitted a Notice of Preparation to the State Clearing House which initiated a 30-day public comment period. A public scoping meeting was held on July 11, 2018.
Feb 20, 2018: County Planning and Development determined that Exxon's application for a Development Plan Revision to be complete.
September 22, 2017: ExxonMobil submitted an application requesting the interim trucking of limited crude oil production of the Santa Ynez Unit from ExxonMobil's facility located in Las Flores Canyon (LFC) until a pipeline alternative becomes available.
