2016 Active Shooter Exercise

The Emergency Medical Services Agency (EMS) and the Public Health Emergency Preparedness (PHEP) program have begun the planning process for the annual Statewide Medical and Health Exercise Program.

This year the scenario is active shooter and will focus on improving your facilities policies, procedures, training and drills. The EMS and PHEP programs are using this scenario to plan an exercise that will allow healthcare coalition partners within the Santa Barbara County to play and test their disaster capabilities.

In preparation for the upcoming exercise please review and plan to attend the trainings and workshops detailed below and on the Calendar of Events .

  1. Beyond Run, Hide, Fight: How to Write Policies and Conduct Drills that Prepare Your Staff:

    Hospitals, outpatient providers, dialysis, long term care, skilled nursing facilities and other agencies please choose to attend one of the sessions below.

    Please invite safety officers, facilities, managers, emergency preparedness personnel from your facility to attend.

    • Santa Barbara: October 11 th, 1:00pm - 5:00pm, Public Health Department-Auditorium, 300 N. San Antonio Rd
    • Santa Maria: October 13 th, 8:00am-12:00pm, Community Health Centers of the Central Coast- 2050 South Blosser
  2. Workshops to Plan Active Shooter Drills at Your Facility/Agency
    • Lompoc: October 20 th, 10:00am-12:00pm, Lompoc Healthcare Center- 301 N R St.
    • Santa Barbara: October 27 th, 10:00am-12:00pm, Public Health Department- C101/102, 300 N San Antonio Rd
  3. Conference Calls:
    • NEW November 10th 9:00am - 10:00am
    • Final Conference Call: November 14 th, 10:00- 10:30am
  4. Exercise Day for Partners: November 17 th
    • 8:00am-11:30am PHD DOC activated
    • 9:00am-11:30am Healthcare Partners Participate at their Site

Forms to Use During the Exercise on November 17th

Partner Instructions and Exercise Checklist

Participation Instructions for healthcare facilities/agencies including: hospitals clinics, home health, dialysis, skilled nursing facilities, long term care facilities and other outpatient providers.
Exercise Checklist- use this checklist on the day of the exercise to record your participation and submit at the end of the exercise via email or fax.

Status Report Forms

The Status Report Form that pertains to your facility type will be sent to the Public Health Department Operations Center (DOC) Operations Branch via email/fax or phone call.

*Hospitals will use ReddiNet instead of submitting a status report form.

NEW Cumulative Status Reports

For organizations that have more that one facility on a campus or within an organization- ie- Sansum, Valle Verde, Samarkand, Community Health Centers etc.

NEW After Action Report Form

Please complete and submit the After Action Report Form and sign-in sheet for your facility's or agency's exercise. (tabletop, 2-minute drill, full-scale drill or lockdown) If you are conducting your facility/agency exercise on an alternate day please inform us in advance. All after action and sign in sheets need to be submitted to PHD by December 31, 2016. Email completed forms to Stacey.rosenberger@sbcphd.org or fax to (805) 681-5142.

Resource Request Forms

The Resource Request Forms are sent to the Public Health Department Operations Center (DOC) Logistics Branch via email/fax or phone call. Once of the three forms is used to request specific resources.
