PAYROLL & TIMESHEETS

You can elect to have your payments deposited directly into your bank account. Once you are working for a recipient, go to https://www.etimesheets.ihss.ca.gov/login to enroll in Direct Deposit. To learn more go to http://www.cdss.ca.gov/inforesources/IHSS-Providers/Resources/Direct-Deposit
You must allow at least 10 business days for processing after submitting your timesheet. Your Electronic Services Portal (ESP) will show if the timesheet was received and when payments are issued. Call the CDSS IHSS Help Desk at 866 376-7066 for questions.
When there is a gap in payments, you may need to call IHSS Public Authority at (866) 313-1353 to get timesheets started again.
W-2s are issued by the end of January of each year. If you completed Live-In Self-Certification Form for Federal and State Tax Wage Exclusion (SOC 2298), you will not receive a W-2. Go to http://www.cdss.ca.gov/inforesources/IHSS/Live-in-provider-self-certification for more information. Also, if you started working one year (i.e. 2019) but were not paid until the following year (2020), you will not receive W-2 until the next year.
If you completed Live-In Self-Certification Form for Federal and State Tax Wage Exclusion (SOC 2298), no taxes will be deducted from your paycheck. Some caregivers' earnings are exempt from tax. When you start working for a recipient you will get a notice explaining how many hours you are authorized to work per week. You are not authorized to be paid more overtime than what is stated on the notification (NOA?). If you claim more than this amount you will receive a violation. You will receive a notification for your first violation. A second violation will suggest you receive more timesheet training. A third violation will result in three months with no pay. A fourth violation will cause you to be terminated from the payroll system.

ENROLLMENT

If the person is an IHSS recipient see To Enroll as a Provider. If that person is not an IHSS recipient, go to In-Home Supportive Services (IHSS).

No, if you are a provider on the registry, we will send your name to potential IHSS clients. They will may then contact you to discuss your qualifications to work for them.
Yes. Everyone applying to be an IHSS Independent Provider must have a background check done using the forms we provide.
Please allow at least 10 business days for us to update the payroll system with background check information.
Visit or call the Social Security Office and apply for your replacement card. DO NOT schedule an appointment until you have your original Social Security Card.

No, your employer is the IHSS recipient who hired you. The recipient hires you, determines your schedule, directs your work, and, if necessary terminates your employment. The County of Santa Barbara negotiates with your union, and administers the State of California's payroll system
Yes. If you have not actively provided care for someone for one year or more, you must re-enroll and complete all enrollment requirements including background check.

REGISTRY

If you are a provider on the registry, we will send your name to potential clients. They may then contact you to discuss your qualifications to work for them. The Public Authority cannot promise you will find work, only that we will recommend you to IHSS recipients. If you have not signed up for the registry see To Join Our Provider Registry above.
The entity requesting the income information should fax a request, including a signed authorization by you to release the information to 805-346-7601.

IHSS RECIPIENTS

Allow at least 10 working days for us to assign a provider to a recipient. (This is if the provider is already enrolled in the payroll system. If not enrolled, refer your chosen provider To Enroll as a Provider.
