Military and Overseas Voter Registration

Information and Qualifications

Members of the military, their dependents, and individuals living overseas may still register to vote in Santa Barbara County. Military and overseas voters may request and receive their ballots via mail, email, or fax. In addition, they may return their voted ballot and return envelope or standard oath by fax or mail.

Military and Overseas voters include:

  1. A member of the active or reserve components of the United States Army, Navy, Air Force, Marine Corps, or Coast Guard; a Merchant Marine; a member of the United States Public Health Service Commissioned Corps; a member of the National Oceanic and Atmospheric Administration Commissioned Corps of the United States; or a member on activated status of the National Guard or state militia.
  2. A citizen of the United States living outside of the territorial limits of the United States or the District of Columbia.
  3. A spouse or dependent of a person described in paragraph (1).

Application and Instructions

  1. In order to vote as a military or overseas voter, you must register using the California Secretary of State Online Voter Registration Form or complete a Federal Post Card Application (FPCA).

      1. Complete a FPCA by visiting the Federal Voting Assistance Program website .
      2. Download the FPCA here Federal Post Card Application .
      3. FPCA forms are also available at the Voting Assistance Office of any military base or American Embassy/Consulate offices.

Important: In order to vote in an election, we must receive your registration no later than 15 days before Election Day. The last day to request a ballot is 7 days before Election Day. We recommend that voters outside the United States apply as early as possible to ensure timely delivery and return of their ballot.
