Legislative Update 

New Updates Pending: 

The State Association of County Retirement Systems (SACRS) Legislative Committee recommends, carries, amends, monitors, analyzes and takes positions on State and Federal legislative items that may impact, or be of interest, to the 20 counties in California whose retirement systems are governed by the 1937 Act. Santa Barbara County is a 1937 Act county. The 13-member Committee consists of a lobbyist, a consultant, an actuary, an attorney, 3 Retirement Administrators, 3 Trustees, a Legislative Affairs Officer, a County Treasurer and a California Retired County Employees Association representative. 

CRITERIA FOR SACRS SPONSORED LEGISLATION: 


The criteria used by the Legislative Committee to determine whether or not SACRS will sponsor legislation is:

  • Proposals must have a SACRS-wide implication; not unique to a single county
  • Will not sponsor benefit enhancements that should be proposed by employers, employees, or retirement groups
  • Will not sponsor legislation:
    • That is political in nature, divisive, tried before or rejected by the legislature or governor
    • That the committee feels the timing for passage is not good
    • Where Proposition 162 has already clarified the trustees' authority
    • Where the committee feels that the trustees already have the authority
