Roadway Enhancement Partnership Program (REPP) participants help to maintain and beautify sections of roadside within Santa Barbara County. The program saves California and local taxpayers millions of dollars every year and provides a great opportunity to promote civic responsibility, community pride, and camaraderie with your organization.

What Kind of Road Enhancement Opportunities Are Available?

  • Removing litter (work frequency varies with location)

  • Planting and establishing seedling trees, shrubs or wildflowers

  • Removing graffiti

  • Controlling vegetation

Adoption sites usually span a two-mile stretch of roadside, but park and ride lots, open spaces, and other areas of the County right of way are sometimes offered for adoption. Road Enhancement Partnership permits are issued for a period of two years. Groups may apply for additional two-year permits.

How Much Does It Cost?
The Santa Barbara County Public Works Department will provide the following items free of charge:

  • A REPP Permit Application.

  • The manufacture and installation of REPP signs and standard recognition panels.

  • A safety orientation for the group’s safety leader, safety-training materials for group use and safety gear for volunteer participants.

  • REPP litter bags.

  • Collection and disposal of filled REPP litter bags and other debris cleared from the adoption site.

A Volunteer group that performs litter removal and uses a standard recognition panel on their REPP sign will incur no costs. However, supplies needed for other adoption types are usually purchased by the adopting group.

Who Can Participate?
Individuals, organizations, businesses, and city, county, state, and federal agencies can adopt sections of County Roadways. Depending on the adoption site and subject to County approval, minors, aged 16 and older, may participate. Groups may perform the work themselves or hire a service contractor to perform the work on their behalf.

What if the Section I Want Is Already Adopted?
Groups can submit a REPP Permit Application to be placed on the waiting list for one or more sites. When an existing adopter gives up a site, it is offered to the next applicant on the waiting list.

REPP Signs
The Santa Barbara County Public Works Department will place a REPP signs at each adopted section, in recognition of the group’s contribution to the program. Each sign includes a standard recognition panel with the group’s name displayed in black letters on a white background. Subject to Santa Barbara County approval, a logo can be added to the standard recognition panel. The purpose of REPP signs is to recognize who is providing the adoption service, not what services they provide or where they are located. Therefore; directions, product names, slogans, phone and FAX numbers, ham radio IDs, e-mail, street, and most internet addresses are NOT permitted on recognition panels.

How Do I Get Started?

  • Choose a type of adoption and general location.

  • Discuss the location and project with your local County REPP Coordinator.

  • Obtain and submit a completed REPP Permit Application.

  • Obtain approval of your recognition panel’s wording and design from your Coordinator.

  • Wait for your REPP Permit (signaling your acceptance into the program) to arrive in the mail. This may take several weeks.

  • Make sure that you understand and can conform to all of the provisions listed in your REPP Permit Special Provisions BEFORE beginning work.

Once the adoption period begins, the safety leader must:

  • Complete a safety orientation at the Santa Barbara County Public Works Department within two weeks of the start date of the adoption permit. (Safety equipment for all participants and a copy of the Get Serious About Safety Video will be issued during the orientation.)

  • Provide an initial safety training session for all group members prior to working on the highway.

  • Repeat the group safety training session annually.

  • Conduct a brief safety review each time the group goes out to work at the site.

  • Provide The Santa Barbara County Public Works Department with at least five days notice prior to each work event.

  • Begin work within 30 calendar days of your permit start date.

  • Ensure that the tasks listed in your encroachment permit package are completed as scheduled.

  • If possible, schedule work during April and September in order to participate in national cleanup events.

  • Notify the Public Works Department if there is a change of group safety leader, address, or phone number.

  • Notify the Public Works Department if you wish to cancel your adoption.

Failure to comply with safety rules or other conditions of the REPP Permit could result in the cancellation of the adoption.
