COUNTY OF SANTA BARBARA PUBLIC WORKS

ANNUAL DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM

FOR FISCAL YEAR 2009/10

 

 

The County of Santa Barbara has established an Overall Annual Disadvantaged Business Enterprise Goal of 7.1% (5.05% Race Neutral, 2.05% Race Conscious) applicable to contracting opportunities scheduled to be awarded during the period of October 1, 2009 through September 30, 2010.  Projects that are advertised for construction prior to October 1, 2009 will have either a project-specific goal or use our previous overall goal of 9.6% (6.6% Race Neutral, 3% Race Conscious).  The Race Neutral Goal is met through utilization of DBE’s and the Race Conscious Goal utilizes UDBE’s.  More information on these terms, the new DBE program and FAQ’s can be found on Caltrans’ Local Assistance Homepage.

The County of Santa Barbara encourages the use of DBE’s and UDBE’s in all of our Transportation projects.  Our staff attends training seminars to stay current with DBE program updates. Bidding Opportunities are posted on our website to ensure that they are easily accessible to DBE’s interested in submitting a bid for our Transportation projects, and detailed information regarding DBE requirements is included in all of our contracts.  Information on available DBE’s can be found on Caltrans’ website in their DBE Database as well as information on Good Faith Effort Requirements.

 

The County of Santa Barbara’s Overall Annual Goal and its rationale were developed in response to U.S. Department of Transportation’s Disadvantaged Business Enterprise Program Final Rule (49 CFR part 26) using the Bidder’s List Methodology.  DBE’s that are interested in being on the County of Santa Barbara, Public Works Department, Transportation Division’s  Bidder’s List are encouraged to complete a Bidder Information Sheet and return it to us at the address below.
