Summerland Circulation and Parking Improvements

This project is located between Ortega Ridge Road and Greenwell Avenue on Ortega Hill Road and Lillie Avenue through the town of Summerland. Funding is provided by the State Transportation Improvement Program (STIP) and Regional Transportation Improvement Program (RTIP). The purpose of this project is to improve the pedestrian, vehicular and bicycle circulation by constructing curb, gutter and sidewalks, delineating a Class II bike lane and by adding angled parking where feasible.

The project will consist of the delineation of a Class II bike lane, the construction of curb, gutter and sidewalks along the entire length of the project, and the addition of angled parking where feasible. The new sidewalk width will vary between four and 6.5-foot, and the parking improvements will vary from parallel to angled parking as existing road right-of-way allows.
The conceptual plan report for this phased project produced in January of 2001 documented the four community workshops held with the Summerland Citizens Association in the latter part of 2000. This report was commissioned to continue implementation of the Summerland Community Plan (established in 1992), coordinate the implementation of the currently funded (Phase 1) project, and help pursue funding for the then unfunded portions of the project (Phase 2). The Phase 1 project begins at terminus of the newly constructed Caltrans bike path and continues easterly to Evans Ave. The next phase (Phase 2A) will continue from Evans Ave. easterly as far as the funding will allow. Currently, the hope is to construct the Phase 2A improvements to Valencia Road. At this time, the Phase 1 project is funded and construction is anticipated to begin in October 2007 with the Phase 2A construction contract allocation request on the California Transportation Commission’s (CTC) June Agenda. Public Works is required to have a construction contract awarded to a contractor within six months of the CTC allocation date or the funds will be lost. Therefore, construction of the Phase 2A project is anticipated to begin this winter.

The unfunded portion of this project (Phase 2B) will be submitted to Santa Barbara County Association of Governments (SBCAG) for future funding consideration. The County anticipates funding will become available in the 2008 STIP funding cycle.

The design team has worked through the community outreach process with the Summerland Citizens Association, Summerland Beautiful, local property and business owners, as well as local architects and members of the County Board of Architectural Review to arrive with the most acceptable design.

The areas with sidewalk and landscaping as well as the concrete sidewalk color/texture have been revised through this process. The concrete will be a standard grey concrete with an acid washed texture to provide the more aesthetically pleasing rural feel. Additionally, the Nostalgic Fluted Pole with Acorn Pole Top Fixture (single-see insets) will be incorporated with a 14 to 16-foot high pole to reduce the light pollution. Where feasible the existing brick improvements will remain in place and median islands have been inserted.
