Description

The County of Santa Barbara proposes to update the Circulation Element of the Comprehensive Plan to update local transportation system information and incorporate current trends, best practices, and regulatory changes in the planning and impact analysis of transportation networks.

The current Circulation Element was first adopted in 1980 and last significantly updated in 1991. The transportation sector has evolved since 1991 and recent State legislation has changed the way local governments approach transportation planning. The Circulation Element update will provide an opportunity to communicate goals, policies and programs to address the County's current and future transportation needs. Additionally, the Circulation Element update will include a broader focus that plans for all modes of transportation and meets the needs of all users of the transportation network in a manner that is suitable for the context of the region, pursuant to the Complete Streets Act of 2008.
