Environmental Impact Report (EIR)
Summary:
Staff is continuing to work on the Housing Element EIR and expects to release the draft document to the public in Fall 2007. Current work includes preparation fo a land inventory survey that will be used to inform the alternatives analysis required by the California Environmental Quality Act (CEQA) (Public Resources Code Sections 21002, 21002.1, 21003, and 21100).
Notice of Preparation
The Notice of Preparation (NOP) and Project Description for the Environmental Impact Report (EIR) were released on November 14, 2006.

Current Schedule
The scoping period for the NOP and Project Description closed on December 15, 2007. There will be several future opportunities for public comment regarding the 2003-2008 Housing Element EIR.

Rezone Sites Information
Potential rezone sites were considered by the Planning Commission at public hearings in 2005 and 2006:

As a result, the following sites were identified by the Planning Commission for analysis in the Housing Element EIR:
In addition to the process to identify sites by the Planning Commission, the 2nd District Neighborhood Council, made up of representatives from homeowner assocations and other community organizations in the East Goleta Valley, met in 2004 to discuss potential sites for affordable housing in the unincorporated Goleta Valley. None of these sites were identified by the Planning Commission for analysis in the Housing Element EIR, pending the completion of the Goleta Visioning Process.
