Judy Stebbens, Manager
Judy is the Regional Clinic Manager for the Franklin and Carpinteria Health Care Centers and provides management support for the Franklin Heath Care Centers at Casa Esperanza and Rescue Mission.
With over 25 years of medical management experience in primary care settings, working for the County of Santa Barbara for the previous 4 years has provided a wonderful and rewarding opportunity to work with the most underserved in the community.
She states: “Our focus is on customer satisfaction and providing the highest quality medical care to the patients we serve”
In her spare time, she enjoys gardening, hiking, home renovation projects and spending time with her husband, their children and extended family and friends.

William Edelstein, M.D. - Pediatrics and Family Practice
Dr. Edelstein attended the Indiana University receiving a BA in Chemistry. Following that he attended the University of Missouri Medical School and then did his Surgical and Internal Medicine internships at Cottage/General Hospital.
He has worked with Santa Barbara County since 1984 in several departments such as the County Jail, Juvenile Hall, Los Prietos Boys Camp, Franklin Health Care Center and at the Carpinteria Health Care Center.
Dr. Edelstein is married to a local artist spending their free time with their cat and dog. He also enjoys gardening, reading, bicycling, hiking, fishing, cooking, barbequing and traveling whenever possible.

Kristi King, FNP
Kristi King began working with the Santa Barbara County Public Health Department in 2005 and currently practices at both Carpinteria and Franklin Health Care Centers.
She holds a Bachelor of Arts with Honors in Sociology from the University of California, Santa Barbara and a Master of Science in Nursing from Vanderbilt University School of Nursing in Nashville, Tennessee.
Kristi is nationally certified by the American Nurses Credentialing Center as a Family Nurse Practitioner. She is also credentialed with the California Board of Nursing as a Nurse Practitioner, and Public Health Nurse. She is a member of the American Academy of Nurse Practitioners and has a strong interest in holistic/integrative practice, focusing on health and wellness.
Residing in Santa Barbara with her husband and two daughters, she enjoys traveling, cooking, organic gardening, reading, and continuing her family's tradition of equestrian activities. As a Board Member and Hospitality Chair of the Santa Barbara High School Parent-Teacher-Student Association, Kristi is an active supporter of the public school system.

Peggy Dodds, M.D. - Pediatrics
Dr. Dodds completed medical school at the University of Colorado and then did her residency at the University of Utah School of Medicine, Department of Pediatrics. She is certified with the American Board of Pediatrics and a Fellow of the Academy of Pediatrics. She worked in a private practice in Salt Lake City for 14 years. She also worked as a clinical professor at the University of Utah, Department of Pediatrics. In 2005, she joined the Santa Barbara County Public Health Department where she has worked at Lompoc, Santa Maria and Carpinteria Health Care Centers. She has also worked at the Santa Barbara County Juvenile Hall.
Dr. Dodds has a Masters in Counseling Psychology and a MFT license. She has a special interest in parent education and behavior issues. She enjoys serving the community at the Public Health Departments Health Care Centers. In her free time she loves to hike, bike, garden and cook.

Nancy Nudell, M.D. - Pediatrics
Dr. Nudell graduated from UCLA School of Medicine and then did her internship and residency in Pediatrics at the Children's Hospital of Los Angeles and the Harbor-U.C.L.A. Medical Center. After finishing her training she moved to Santa Barbara, California where she was in private practice at the Children's Medical Clinic of Santa Barbara. Afterwards, she joined the Santa Barbara County Public Health Department and has been practicing pediatrics in its various clinical branches for over twenty years.
She is married to a physician and has three children, two of whom are presently in medical school.

Carolyn Cahn, N.P. - Family Practice
Carolyn Cahn attended the University of Utah where she received her Bachelor of Science in Nursing. Following that training she attended the University of San Francisco where she received her Master of Science in Nursing Degree. In 1997, Carolyn completed the UCLA Nurse Practitioner Program and received her certification.
Carolyn is a state licensed board certified Family Nurse Practitioner and a member of the California Association of Nurse Practitioners.
She has worked in a variety of hospitals, universities and clinics in her many years of nursing. She joined the Santa Barbara County Public Health Department in 2004.
The Carpinteria Health Care Center has been fortunate to have her as an important member of the Women's Health Team since 2006.
Carolyn states, "It is a rare privilege to care for a pregnant mother, sharing the first sounds of her babies' heartbeat and then seeing a thriving newborn in her arms."
When she is not working in the Women's Health Program, Carolyn enjoys knitting, crocheting, gardening and spending time with her family.
