Differential
Response Taskforce
The
purpose of the taskforce is to develop an operational plan for Differential
Response in Santa Barbara County. The plan will provide suggestions
for implemention, as well as recommendations for informing and engaging
the public.

Barbara
D'Incau, Ph.D.
Barbara J. D’Incau, Ph.D., is a Consulting Educational Psychologist
working in the Tri-Counties Region of Southern California. She is
the founder and director of ChildSource, a consortium of health,
education, and social services providers working to promote, develop,
and evaluate systems of care for children, youth, families, and
communities. Dr. D’Incau specializes in the evaluation and
treatment of individuals with Attention-Deficit/Hyperactivity Disorder
(ADHD), learning disabilities, perinatal drug/alcohol exposure,
and emotional and behavioral disorders. She served as the Grant
Writer and Program Evaluator for the $1.2 million Project PODER
– Promoting Opportunities to Develop Educational Resilience,
a 3-year primary prevention and early intervention project for Oxnard
School District, funded by the U.S. Office of Safe and Drug Free
Schools. Dr. D’Incau has held Adjunct Professor positions
in the Counseling/Clinical/School Psychology Department at University
of California, Santa Barbara and in Education and Psychology at
California Lutheran University. She maintains a bilingual (Spanish/English)
private practice in Educational and School Psychology.
Lois Phillips, Ph.D.
Lois Phillips, PhD was the founder of Antioch University Santa Barbara
and executive director for 11 years; her final role was as Director
of Institutional Advancement for Antioch SoCal. In her consulting
practice, she works on professional/staff/leadership development
assignments with individuals or teams, facilitates Board Retreats
for the non profit and educational sector, and she has facilitated
Commission and Task Force meetings for Strategic Planning purposes
or to help these groups reach consensus and resolve conflicts. She
also provides consultation and evaluation services to the non profit
sector. As a professional conference speaker, she is the co-author
of Women Seen and Heard about male/female differences in public
communication and trains clients both in the public and private
sector in Delivering dynamic public presentations and Mastering
media skills.
