Federal Community Development Block Grant (CDBG) Program
The CDBG Program administered by the County is charged with meeting the three national objectives established by the U.S. Department of Housing and Urban Development (HUD): 1. benefiting low and moderate income households, 2. eliminating slums and blight, and 3. meeting an urgent need in the case that existing conditions pose an immediate threat to the health and welfare of the community. Projects and programs funded through the CDBG program, in addition to meeting the national objectives, must also be one of the eligible activities which include, but are not limited to:
- acquisition of real property;
- relocation and demolition;
- rehabilitation of residential and non-residential structures;
- construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes;
- public services, within certain limits;
- activities relating to energy conservation and renewable energy resources; and
- the provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.
Groups interested in applying for CDBG funds through the County’s Annual Notice of Funds Available (NOFA) are strongly urged to reference HUD’s CDBG guidelines when preparing an application to determine program eligibility, which can be found at the following-website: http://www.hud.gov/offices/cpd/communitydevelopment/library/stateguide/
The County Housing and Community Development Department is the
lead agency for The Santa Barbara County HOME Consortium formed
with the cities of Buellton, Carpinteria, Goleta, Lompoc, Santa
Maria and Solvang. The Consortium is eligible to receive Federal
affordable housing funds through the HOME Program. The funds are
targeted at low and very low – income families. Eligible uses
of these funds include homeownership assistance, multifamily rental
project assistance, homeowner rehabilitation, and tenant based rental
assistance.
HCD prepares a Consolidated Plan that accesses housing needs for
the Consortium members and establishes a five – year plan
to address housing priorities. The HOME funds are made available
annually through a Notice of Funds Available (NOFA) application
process. Through the NOFA, HCD reserves funds for potential housing
projects and programs to address the housing priorities established
in the Consolidated Plan. An Annual Action Plan is prepared which
details the projects and programs receiving a reservation of funds
and other housing data.

Continuum of Care Program
The County's Continuum of Care Program identifies gaps in homeless programming countywide. Based on this needs assessment, HCD applies to the U.S. Department of Housing and Urban Development to fund local projects.
HCD's application for federal funding for permanent and transitional housing opportunities for homeless brings approximately $1.5 million annually to the county.
The Continuum of Care has accomplished many of its goals over the past 12 months by providing opportunities for homeless people to obtain and remain in permanent housing, increase skills and income in order to become more self sufficient, and build a greater sense of self determination.
Important accomplishments this year include:
Participation on the Governing Body of Bringing Our Community Home, the 10 Year Plan to End Chronic Homelessness in Santa Barbara County.
Providing leadership and project implementation of the Homeless Management Information System for Santa Barbara and Ventura Counties.
Securing state and federal funds to create permanent housing and supportive services for community members without homes and those at risk of becoming homeless.
Santa Barbara County receives fees assessed on developers and
project owners to support the production and maintenance of affordable
housing. These funds are disbursed to private and non-profit developers
and public agencies for the provision of the range of housing alternatives,
including moderate, low and very low income ownership and rental
housing, special needs and farmworker housing, and transitional
housing. Funding is limited, therefore these funds are most often
used to supplement projects already receiving federal, state or
other local funding support.
Facilitation
Housing Finance Division staff will provide technical assistance
to profit-motivated and non-profit developers of affordable housing
projects. This includes development of the project concept and financial
documents, as well as assistance with completing the permitting
process. HCD works closely with the County Planning and Development
Department to facilitate affordable housing projects. The staff
will also work with planners and administrators in other public
agencies and the Cities to assist in project development.
Education
Housing Finance staff is available to attend meetings and make
presentations to citizen groups, members of the development community,
and others interested in the provision of affordable housing opportunities.
In addition, the Program frequently sponsors workshops on a range
of subjects related to affordable housing. These include developer
capacity building, public goal setting, and federal and state project
application preparation.
Program Monitoring and Compliance
The County of Santa Barbara operates three affordable housing programs
through land use regulation and density incentives - Affordable
Housing Overlay, Bonus Density and Inclusionary Zoning. Under these
programs, housing developers provide a portion of the units they
construct for rental or ownership by low and moderate income households.
Household eligibility is based on income level as certified by the
County Housing Authority. The number of affordable units constructed,
the household income requirements, and the term of the affordability
period are all determined by the County-approved development plan.
The Housing Development Program maintains a list of current projects.
The developer or project manager maintains a list of interested
persons and the County holds a lottery to distribute the affordable
units. Owner units are available only to persons who do not currently
own residential property in California. Owner units still under
their affordability period are subject to resale restrictions. To
find an affordable unit that can be resold to a qualified buyer,
contact a realtor or the classified advertisements. The Housing
Finance Program maintains a list of addresses which are designated
as affordable.
