Housing Development and
Grants Administration Division
As administrator of Santa Barbara County's Housing and Community Development federal programs, the Housing Development and Grants Administration (HDGA) Division's mission is to:
- Address the broad spectrum of the community's diverse housing needs;
- Provide permanent and transitional housing opportunitites with suppportive services for homeless individuals and families through the Homeless Programs administered by the department;
- Develop sufficient funding resources through federal grant programs and other resources to provide a wide range of housing opportunities;
- Work collaboratively with the community at large to develop community development programs that address the needs of low and moderate income families and individuals;
- Provide technical assistance to developers of affordable housing projects and local service providers; and
- Provide education to citizen groups, members of the development community, and others interested in the provision of affordable housing and community development opportunities.
The HDGA Division administors the following federal grant programs:
HOME Investment Partnerships Act Program (HOME)
Community Development Block Grant Program (CDBG)
Emergency Shelter Grant Program (ESG)
Continuum of Care Program (CoC)
Local funds, known as Housing Trust Funds, may also be utilized to fill funding gaps for affordable housing projects.
