HOME Investment Partnerships Program (HOME)
The County of Santa Barbara is the lead agency for the Santa Barbara County HOME Consortium, which is also comprised of the cities of Buellton, Carpinteria, Goleta, Lompoc, Santa Maria and Solvang. The consortium members are awarded an annual allocation of housing funds directly from the U.S. Department of Housing and Urban Development (HUD). The funds are targeted at low and very low income families.

The Housing and Community Development Department (HCD) prepares a Consolidated Plan that assesses housing needs for the Consortium members and establishes a five-year plan to address housing priorities. For the current Consolidated Plan period (2006-2010) the HOME Consortium has identified the following four types of housing needs as priorities:
- There is a serious need for rental housing opportunities for large, extremely low, very low, and low income families.
- There is a serious need for rental housing opportunities (either new units or acquisition and rehabilitation of existing units) for small, extremely low, very low, and low income households including units for the elderly and special needs households.
- There is a serious need to increase the opportunities for homeownership for low income first time homebuyers.
- There is a serious need for Permanent Supportive Housing / Transitional Homes / Single Room Occupancy (SRO) to address the needs of the homeless and/or special needs at imminent risk of becoming homeless.
The HOME funds are made available annually through a Notice of Funds Available (NOFA) application process. Through the NOFA, HCD reserves funds for potential housing projects and programs to address the priorities established in the Consolidated Plan. An Action Plan is prepared annually, which details the projects and programs receiving a reservation of funds and other relevant housing data.
