Community Development Block Grant Program (CDBG)
The County of Santa Barbara is the lead agency in an urban county collaboration formed with the cities of Buellton, Carpinteria, Lompoc and Solvang. The Urban County members are awarded an annual allocation of community development and human services funds from HUD. CDBG Program administrators are charged with meeting the three national objectives established by the U.S. Department of Housing and Urban Development (HUD).

1. Benefiting low and moderate income households
2. Eliminating slums and blight
3. Meeting an urgent need in the case that existing conditions pose an immediate threat to the health and welfare of the community
Projects and programs funded through the CDBG Program, in addition to meeting the national objectives, must also qualify as an eligible activity, which include but are not limited to:
- Aquisition of real property
- Relocation and demolition
- Rehabilitation of residential and non-residential structures
- construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and conversion of school buildings for eligible purposes
- public services, within certain limits
- activities relating to energy conservation and renewable energy resources
- the provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities
CDBG funds are made available annually through a Notice of Funds Available (NOFA) application process. (Groups interested in applying for CDBG funds through the County's NOFA are strongly encouraged to reference HUD's CDBG guidelines when preparing an application to determine program eligibility, which can be found on HUD's website: http://www.hud.gov/offices/cpd/communitydevelopment/library/stateguide/.) Through the NOFA, HCD reserves funds for CDBG eligible projects and activities to address the priorities established in the Urban County's 2007-10 Consolidated Plan. An Action Plan is prepared annually and articulates how the Urban County Partnership proposes to spend the federal funding pursuant to CDBG statutes and regulations.
