Capital Loan Committee
The Santa Barbara County Capital Loan Committee is a Brown Act Committee that serves in a technical advisory capacity to the County's Housing and Community Development Department. The Committee reviews affordable housing and capital project proposals received under the annual Notice of Funding Availability (NOFA) process, as well as projects with current or past funding reservations, and is principally concerned with factors that impact the project proforma and overall budget. Committee members are appointed by the HCD Director and approved by the County Board of Supervisors.
On March 1, 2011, the Board of Supervisors voted to expand the role of the Loan Committee to become a Capital Loan Committee (formerly Affordable Housing Loan Committee) that will function as an advisory group to HCD regarding ongoing monitoring and review of projects funded through the HOME and Community Development Block Grant (CDBG)-Capital programs.
