To provide the GIS user with the Orcutt Open Space Area as adopted by Santa Barbara County Board of Supervisors.
The purpose of this district is to preserve Orcutt's semi-rural character and scenic value, avoid natural hazards, and provide for recreational opportunites or habitat preservation. Most proposed parks and trials are within Open Space Area. This data is a representation of the Overlay as adopted by the Santa Barbara County Board of Supervisors. This data may have errors in transmission and the official Overlay maps and the Orcutt Community Plan should be consulted when questions arise The data is overlayed on the County Assessor's Countywide parcel basemap. The Assessor's parcel basemap does not claim to have any level of precision. It was created by georectifying the information on paper Assessor's maps to Public works Flood Control topographic maps and GPS centerline road data as a "best fit" to match roadways, fence lines, creek lines, etc. Although this method is not precise due to the lack of cadastral control (there is no established survey control network that relates to known cadastral property monuments), it suffices for a vast majority of GIS users. Maps used for reference during digitization.

The data set was compiled from existing paper and digital maps and digitized on screen using AutoCad software. Digital noise data for Orcutt, Goleta and Los Alamos was overlain onto the Assessors parcel base for a "best fit". All other areas were manually digitized onscreen using measurments of of the official noise contour maps. Where more complex noise contours are found the original map was scanned, scaled and overlain and traced to achieve the general shape of the contours. Noise contours were digitized to align with the County Assessor's parcel countywide basemap and therefore will inherit any error associated with this data. After final onscreen digitization of noise contours, those AutoCad layers were isolated and blocked out of the original drawing as it's own drawing. The isolated noise contours drawing was then brought into ArcView and processed to create the final shapefile. An arcscript 3dto2d was run on the Autocad drawing file to convert zpoint values. The polyline shapefile was then cleaned using an ArcView third party extension ArcPoly Clean, and the final shapefile was made from the clean polyline file and point shapefile using ArcPolyBuild.
