Mission Statement

The Energy Division oversees oil and gas activities in federal and state waters offshore Santa Barbara County and the onshore oil and gas facilities that support those activities. Our coverage includes exploration, leasing, development, processing, storage, transportation and decommissioning. We conduct planning, policy-making, permit review, environmental and risk analyses, compliance monitoring and public outreach. We also serve as a granting agency for coastal enhancement programs and projects. We regulate telecommunication facilities across the county. We review and sign-off environmental documents prepared by other County departments. We promote green building design and energy conservation through the Innovative Building Review Program. We also provide contract services (e.g. energy planning, permitting and compliance monitoring) to the City of Goleta.

Our purpose is to provide comprehensive review of permit applications, enforce compliance, implement mitigation programs, and maintain a policy program. We do this in a spirit of cooperation with a variety of agencies with which we share jurisdiction over offshore oil and gas activities. We welcome public participation and feedback and we regularly provide opportunities for information sharing and face-to-face discussion at open house gatherings, group meetings and interagency workshops.
