An annual SSRRC safety audit was completed on November 3, 2009.
Description
A pipeline system that transports sales-quality crude oil to the
Tosco Upgrader Refinery near Nipomo in San Luis Obispo County.
Location
The ConocoPhillips Pipeline system transports crude oil from the
Sisquoc Pump Station westward to the Santa Maria Pump Station and
onward out of the County. A segment of this pipeline system transports
crude oil from the Lompoc Oil & Gas Plant westward out of the
County.
Onshore Facilities
Pipeline Segments:
- Section from the Lompoc Oil & Gas Processing Facility to
the Santa Maria Refinery
- Crude oil transport is limited by Santa Barbara County
permit conditions to 36,000 barrels per day (bpd).
- Line 300 from the All American Pipeline (AAPL) at the Sisquoc
Pump Station to the Santa Maria Refinery via the Suey Junction.
- Crude oil transport is limited
to 84,000 bpd
- Flow is allowed from the AAPL at the Sisquoc Pump Station
to Summit Station (via Suey Junction), but not in the reverse
direction.
- Line 300 from the Summit Pump Station in southern San Luis
Obispo County to the location of the former Avila Pump Station,
also in San Luis Obispo County.
- Crude oil is sent northward to the Santa Maria Refinery.
- Lompoc Facility to Orcutt Station
- 12-inch diameter pipeline
- Orcutt Station to Suey Junction
- Suey Junction to Summit Station, two pipelines:
- 8-inch diameter pipeline
- A combination 10- and 12-inch diameter pipeline

Product Distribution
Crude Oil (from Nuevo Energy Co. and Arguello, Inc.)
- Distributed via pipeline, as follows:
- From "Line 400", an 8- to 12inch diameter, unheated
pipeline; to a
- Connection with two 8-inch diameter pipelines near the
City of San Luis Obispo; then
- Northward to the ConocoPhillips Rodeo Refinery in the San
Francisco Bay Area
Past Activities
- Visual safety inspection
and records audits were performed by
SSRRC member agencies on November 13,
2007 for all ConocoPhillips facilities.
Overall, the facilities are well maintained.
- On August 2, 2007, the Energy Division issued a Time Extension of a Land Use Permit to Sisquoc Pipeline Bi- Directional Flow project located at 1580 E. Battles Road, Santa Maria (07TEX-00000-00011). This Land Use Permit will expire on February 10, 2009 unless the use for which this permit was issued has been established or commenced, in conformance with the effective permit. If after February 10, 2009, the use has not been established or commenced, new permits will be required.
- On February 10, 2006, Planning & Development issued a Land Use Permit (Case no. 06LUP-00000-00080) to allow the existing Sisquoc pipeline to operate in two flow directions between Suey Junction and the Sisquoc Pump Station.
- A
land use permit was issued on March
21, 2005 allowing for two previously
approved requests for an increase
in pipeline throughput. The maximum
allowable throughput increased from
40,000 barrels per day 84,000 barrels
per day for two pipeline segments;
the Sisquoc Pump Station to the Santa
Maria Pump Station and the Santa Maria
Pump Station to the Summit Pump Station
