American Ethanol Plant


Applicant: American Ethanol, Inc. (AEI), 2320 Thompson Way, Suite L, Santa Maria, CA 93455; (805) 925-0999; David Baskett, President; Richard Hulme, Vice President Operations.


Project Description:

  • Develop an ethanol production plant.
  • Proposed plant site is at the southeast corner of Betteravia and Ray Rds., about 2 miles west of the City of Santa Maria.
  • Proposed plant capacity – 110 million gallons per year (mmgy) of ethanol.
  • Corn brought in via rail from Midwest : Two 100-unit trains per week (200 cars per week) would be separated into 25-car strings at the existing Guadalupe switchyard and delivered to the plant site for offloading.
  • Process water to be supplied by the Laguna County Sanitation District.
  • Products: Ethanol for blending with gasoline and distiller’s grain for livestock feed.

Potential Issues: Air quality, increased rail yard activity at Guadalupe, plant odors, wastewater disposal, train and truck traffic, noise.


What's NewAs of June 2009, preparation of the EIR is still on hold, pending the applicant’s resolution of certain issues and consideration of potential changes to the project.  Depending on the scale of any project changes, Energy Division staff will determine whether a new Request for Proposals for the EIR should be issued or if the proposals already submitted can be amended to incorporate changes to the project description or other necessary revisions. Please contact Nancy Minick or Kevin Drude at the Energy Division for more information.  


Project Status:

  • Permit processing suspended May 2008.
  • Request for EIR proposals issued February 15, 2008; proposals due March 10.
  • EIR Scoping comments closed February 8, 2008.

  • Initial Study completed December 20, 2007
  • Application deemed complete for further processing on November 7, 2007.
