Historic Overview of OCS Oil & Gas Leasing Offshore California

Between 1963 and 1984, the U.S. Department of the Interior issued 371 oil and gas leases in federal waters offshore California. Seventy-nine leases remained by the end of 2000. Lessees had relinquished 176 of these leases between 1963 and 1995, while another 116 lease expired or terminated between 1973 and 1999. None of the relinquished or terminated leases ever produced oil or gas.

The 79 leases remaining as of the beginning of the year 2001 include four existing leases offshore Orange County (Beta Unit), 11 offshore Ventura County (Cavern Point, Santa Clara, and Point Hueneme Units), 62 offshore Santa Barbara County, and two offshore San Luis Obispo County.

      30 of these 79 remaining leases are actively producing

      Another 13 leases are situated in producing units but do not have actively producing wells

      The remaining 36 leases have not yet produced and, with one exception, are situated in units that have not yet produced. Their terms have ranged from 17 to 33 years
