WELCOME TO PUBLIC AUTHORITY!
To improve the availability and quality of homecare in Santa Barbara County

Welcome to the Santa Barbara County In-Home Supportive Services (IHSS) Public Authority website! The goal of our new site is to keep both IHSS Providers and Recipients informed about what services and supports are available from the IHSS Public Authority as well as other community agencies.

WHAT IS THE PUBLIC AUTHORITY?

The mission of the IHSS Public Authority is to improve the quality of life for IHSS recipients in order live safely in their own homes with independence and dignity. The IHSS Public Authority supports seniors and persons with disabilities by providing access to pre-screened care providers who can deliver compassionate and timely care.

The IHSS Public Authority maintains a registry of IHSS potential providers, matching the needs of the IHSS recipient with the abilities of the IHSS provider, and helps new IHSS providers through the payroll enrollment process.

Once an IHSS provider enrolls in the payroll system, the IHSS Public Authority connects them to the IHSS recipient to begin issuing timesheets for payment processing.

IHSS providers play a very important role as trusted partners to those that want to live independently in their own homes. IHSS recipients hire qualified IHSS providers to help them with household tasks and personal needs including but not limited to the following:

  • Grooming, bathing and dressing
  • Bowel and bladder care
  • Housecleaning
  • Shopping
  • Laundry
  • Meal preparation
  • Medical appointments

IHSS Providers make a positive impact in people's lives. They provide compassionate and professional care, while gaining valuable experience in the caregiving profession.

PROVIDERS

State law requires that all IHSS providers go through an enrollment process and pass a background check before they are eligible to be paid by the IHSS program.

  • HOW DO I BECOME AN IHSS PROVIDER?

  • IHSS Providers offer assistance to eligible aged, blind and disabled individuals to live safely and independently in the comfort of their own homes. The IHSS Provider is chosen by the client and works in the client's home to do those tasks the client cannot do for themselves.
  • HOW DO I JOIN THE IHSS PUBLIC AUTHORITY PROVIDER REGISTRY?

IHSS Provider Registry maintains a database of Providers that have been screened by the Public Authority. The Provider Registry helps link IHSS Recipients to Providers. When an IHSS Recipient asks for help to find a provider, the Public Authority matches providers in the Registry to the recipient's physical location, authorized tasks and work schedule. The IHSS Recipient is the employer; the IHSS Recipient will interview Providers and make the decision on who they will hire. IHSS Recipients can also terminate a provider at will.
