Introduction

Early Care and Education professionals play a vital role in program quality and early learning experience for young children in Santa Barbara County. The Office of Early Care and Education, First 5 is proud to be able to support these valuable and dedicated professionals by providing a variety of programs and services.

The STAR project began in 2000 with the distribution of the first training and retention stipends to Santa Barbara County providers. The goal of the STAR project is to improve the stability of the early care and education workforce by increasing staff retention rates and offering incentives and financial support for on-going professional development leading towards advanced degree and credentials. Professional Development

The foundation of high quality Early Care and Education programs is found in the nurturing caring adult that is specially trained and educated in child development. The years from 0-5 are being recognized as a crucial time for optimum children’s learning and development. Teachers and caregivers who engage in on-going professional development are well prepared to take on their nurturing and educational role.
