Introduction

Research has shown that training within the ECE workforce has a direct impact on program quality and leads to better outcomes for children. The Office of Early Care and Education is devoted to encouraging ECE professionals to take an active role in their professional development and are please to be able to offer a wide variety of workshops and trainings along with other resources.

College Credit/On-Line Classes

The California Community Colleges are the primary training institutes for those individuals who work with children ages 0-5. Some 4 year colleges also offer Child Development programs. STAR participants are required to be engaging in on-going professional development, leading towards an A.A. or B.A. degree in Early Childhood Education. The local community colleges offer many ECE and general education classes. There is also a wide range of on-line classes available from other California colleges.

Child Development Permit

All returning STAR applicants, that have 6 units, must have a current and valid child development permit in FY 05-06. For more information regarding the permit process, fees etc. click on the following links: www.childdevelopment.org

The Office of Early Care and Education also offers permit assistance. Permit applications (new, renewal and upgrades) are available upon request.

Professional Growth Advisor

Looking for a Leadership Opportunity? Become a Professional Growth Advisor. There will be a great need for this level of professional in the near future. Every person who holds a child development permit, with the exception of associate teachers, is required to be working with a Professional Growth Advisor. Currently Santa Barbara County has over 250 people who hold a permit.

Advocacy

Here are a few easy ways to advocate for the Early Care and Education Profession and the children and families of Santa Barbara County.

  • Educate yourself about key issues, legislative process and status of bills To search a California bill go on line to: www.leginfo.ca.gov
  • Educate your legislators on needs of children; send articles, newsletters and research about programs that are good for children. Invite them to attend or speak at meetings, forums, conferences and workshops. Extend and invitation to visit YOUR early care and education childhood program. To find your members of congress you can go to: www.capwiz.com/naeyc/home
  • Make a public comment at one of the governmental meetings such as the Board of Supervisors, City Council or Children and Families Commissionm.
  • Write a letter to your local news editor. It’s well known fact that legislators read editorials and opinion pages on a daily basis in order to find out what is important to their constituents.

  • Send your letters or messages to Governor Schwarzenegger via emails or fax. Add your experience related to a particular policy issue affecting children and your ECE program.

  • Make sure you are registered to vote and that you vote on Election Day!
  • Subscribe to the following web sites in order to stay current on legislative bills affecting the ECE profession and receive regular updates and action alerts on key policy issues: www.otcdkids.com
    Subscription rate is $100 or $125 per year to receive updated status of legislative bills and to receive the quarterly publication “On the Capitol Doorstep”
  • Attend the annual Public Policy Symposium held each Spring. This event is sponsored by CAEYC. For further information email : www.otcdkids.com
  • Attend Child Care and Development State Budget Policy Workshops co-sponsored by CDPT and OTCD. For the past 15 years these advocacy organizations have been providing overviews of political issues and California budget information through their annual budget workshops series.   • Participate in CAEYC’s leadership in Public Policy Internship Program. This is a CAEYC supported project open to all members who are interested in increasing their knowledge and training in the area of public policy and or legislation as it affects children and families.   • Join a local children’s advocacy group such as Stand for Children. www.stand.org
  • Talk to parents about the importance of advocating for high quality Early Care and Education for their children.
