Pardall Road Screetscape
Construction Information

Construction Schedule
Construction is anticipated to begin July 1, 2008.  Construction Phases will overlap with entire project anticipated to be complete in approximately 4 months.  The majority of construction activity will occur during Summer when few students are in Isla Vista, on-street parking is more readily available, and impacts to local businesses can be minimized.  Some construction activities will continue into Fall and every will be taken to work with business owners to ensure the Pardall Road businesses will remain open and accessible to customers.

Anticipated Construction Phases and Timelines for each Phase
Phase 1 – Utility Upgrade, 4 – 6 weeks
Phase 2 – Curb and Gutter, 2 weeks
Phase 3 – Sidewalk & Driveway Reconstruction, 3 weeks
Phase 4 – Embarcadero Intersections and Side Streets, 3 weeks
Phase 5 – Pardall Road Reconstruction & Paving, 1 week
Phase 6 – Landscape, Recycling/Refuse Cans, Bicycle Racks, 1 week

Utility Upgrades
During Phase 1 of construction there will be temporary interruptions to water and sewer service as new, upgraded lines are installed under Pardall Rd.  The interruptions are anticipated to be for 2 half-days and may occur late in the evening or early morning to minimize inconvenience to businesses.  Planned utility interruption is expected in early August.  Businesses will be notified a minimum of 3 days prior to any planned interruption.  Other utility service will not be impacted.

Road Closure
Pardall Road will remain open to bicycles, pedestrians, delivery/service vehicles, and local traffic (customers and employees), while through vehicle traffic will be discouraged, except during Phase 5 when Pardall Rd will be reconstructed and repaved.  Phase 5 is expected to take one week during which time alternative delivery methods may be needed (hand-trucking from loading zone around the corner, for example).  A temporary storage facility on Pardall is being planned for businesses during this time. 

Sidewalk Reconstruction
The sidewalks in front of each business along Pardall Rd will be reconstructed during Phase 3.  This work will require demolition and pouring new concrete in approximately 100 ft increments along Pardall and the Embarcaderos.  The concrete will take approximately 3 or 4 days to set properly.  This work will be planned to provide access to businesses including using ramps, fencing and signs to direct customers to side, rear, or other alternative entrances.  The roadway will be open during this period to facilitate customer access to businesses.

Driveway Reconstruction
Phase 3 will include reconstruction of the driveways along Pardall and the Embarcaderos.  Individual driveways will be reconstructed with the adjacent segment of sidewalk and may be closed for 4-5 days while new concrete sets.  New driveways will be approximately the same size as the existing driveway.  The roadway will be open during this period to facilitate customer access to businesses.

Temporary Parking
Several strategies are being investigated for providing customer and employee with auto parking during the construction period.  These include providing customer parking on or near Pardall on vacant lots, providing parking to employees at UCSB free of charge, providing on-street parking passes for and temporarily changing red curb areas to allow on-street parking. 

Bicycle Parking
Phase 6 includes the installation of new bike racks along Pardall and at the Embarcadero intersections.  Existing bicycle parking will remain or be relocated out of the path of construction to adjacent areas.

Special Dates
There are several dates where the contractor will be instructed to either cease work or not to work in a particular area of the project to accommodate special events.  These dates include:

  • Summer move –in; early July
  • Fall move in; late September
  • Halloween; Friday October 31
