Projects and Priorities
Constituent Services
Supervisor Joseph Centeno is firmly dedicated to making constituency
services a top priority of his administration. The hallmark of constituency
services is that every person seeking assistance from the 5th district
supervisors’ office will be treated with the utmost of respect,
dignity and compassion. All constituency concerns will be responded
to, and acted upon, as is humanly possible.
Projects and Priorities
- Property Rights: Place emphasis on right of property
owners to disallow unwarranted invasion of basic rights.
- Farmers: Support farmers and agribusiness as a major
economic engine to our community by working closely with them
on important issues (weekly meetings to discuss agenda items which
impact agriculture).
- Environment: Attempts to find viable and equitable solutions
to the California Tiger Salamander controversy.
- Public: Concentrate priorities on critical issues of
our constituency.
- Work with stakeholders on issues relating to affordable
housing and job creation.
- Provide the essential services—consistent with needs
and revenues (public safety, roads, human services, flood
control, etc.)
- Ensure that recipients of Prop 10 funding receive their
commensurate share of funding.
- Rural Activity: At a minimum, meeting on a quarterly
basis with constituents in Cuyama & Venticopa.
- County Staff Functions:
- Focus on policy, procedures, communications and paper flow
to improve effectiveness and efficiency.
- Work with other Members of the Board to make county government
more accessible and user friendly.
- Work closely with county staff on issues relating to health
services.
- Collaborate with all local agencies and farmers to develop
a Master Plan for the greater Santa Maria Valley:
- Identify all prime agricultural lands and designate those
lands as “no-growth” for urban land use.
- Identify all non-prime and /or marginally prime agricultural
lands for potential residential, commercial and /or industrial
land use.
- Develop consensus for a sound water management policy of
the Santa Maria Valley water basin.
- Develop a footprint for future growth of the City of Santa
Maria by working closely with the City of Santa Maria elected
and appointed officials.
- Work toward consensus on the governance of the greater
urbanized area of Orcutt by exploring incorporation and annexation
options.
